Generally speaking, sound on a web page should form a discreet,organic part of the interface--sound that stands out (drawing attention to its artifice) is poorly implemented
Consider the amount and type of info on page, and pair your sound to the stylistic context of the visuals and animation
You may opt to provide certain information only through sound atmosphere, but keep in mind, too, that you may want to emphasize certain elements in more than one media to make sure the message gets across.
Keep in mind, too, that sound can appeal almost unconsciously to the emotions...and remember, in much the same way you need to understand when you're doing layout that white space counts, it's also important to balance sound with silence
